On Tuesday, November 12, the Cabinet of Ministers adopted a resolution on the introduction of a mechanism for transferring soldiers between military units of the Armed Forces of Ukraine.
President Volodymyr Zelensky announced this on social networks. He noted that this is specifically about the transfer of military personnel by infiat.
Transfer to the Armed Forces of Ukraine via Army+
The head of state noted that the mechanism for transferring soldiers was developed jointly with civil society, the Ministry of Defense and the Armed Forces of Ukraine.

The initiative was agreed upon at a meeting with public organizations in October. Zelensky added that it has now been implemented.
The transfer of soldiers will take place through the Army+ application. The process provides for 72 hours for review of the soldier's report, after which he will receive a response in the application.
The President noted that in case of refusal, clear reasons will be provided, and in case of approval — understandable decision.
The Ministry of Defense will monitor the effectiveness of the new mechanism, which is planned to launch on November 15 of this year.
Zelensky called this decision “an important example of absolutely constructive cooperation between the military leadership and the team of the Ministry of Defense on the one hand, and on the other — representatives of public organizations”.
