The main recommendations of the memo:
- Strengthen coordination among U.S. government agencies;
- Accelerate intelligence sharing with allies on the four main adversaries;
- More effectively use sanctions and other economic levers;
- Prepare to respond to multiple crises simultaneously.
U.S. officials also noted that Russia's international isolation has made it difficult for asked Iran to provide drones and missiles, and North Korea to provide artillery, missiles, and military personnel to wage war against Ukraine.
China, in turn, provides Russia with dual-use goods that support its military-industrial complex.
The publication notes that despite the differences in the strategies of Biden and Trump, their administrations are working to coordinate actions in the field of national security during the transition period.
Recall that US President-elect Donald Trump called the resolution of the situation related to Russia's full-scale war against Ukraine his top priority as President of the United States.
Donald Trump's inauguration will take place on January 20, 2025 years.
