Vladimir Zelensky, in response to the petition, explained that the state policy in the field of education is determined by the Parliament and the Cabinet of Ministers. Therefore, the president turned to Denys Shmygal with a request.

Vladimir Zelensky noted in his response that:

  • state policy in the field of education is determined by the Verkhovna Rada of Ukraine, and implemented by the Cabinet of Ministers, the central executive authority in the field of education and science, other central executive authorities and local governments;
  • moreover, the subject of educational activities has the right to independently, independently and responsibly make decisions on academic, organizational, financial, personnel and other issues carried out in the manner and within the limits established by law.
  • Vladimir Zelensky also recalled that, according to the Cabinet of Ministers of June 24, the regional and Kyiv city military administrations, together with the heads of educational institutions organize the beginning of the academic year, depending on the situation in the region.

    The President of Ukraine said that he had addressed Prime Minister Denys Shmygal with a request:

    • to work out the proposals set out in the electronic petition;
    • to inform the author of the appeal about the results of consideration.

    Briefly about the petition about education during the war

    • On June 8, a petition was published on the website of the Office of the President to ban full-time education in all educational institutions until the end of martial law and hostilities.
    • Petitioner Maria Gorsheneva wrote that Russian invaders destroyed 20% of schools and kindergartens. Moreover, not all educational institutions have bomb shelters and evacuation routes. Therefore, it can be difficult for teachers to keep track of all children, especially toddlers in kindergarten or elementary school students.
    • Already on July 6, the petition gained the 25,000 signatures needed for consideration by the president. So the President of Ukraine was obliged to consider it.
    • It is worth remembering that the Ministry of Education decided that the educational process in the new academic year should take place offline.
