President Volodymyr Zelenskyy has put into effect the decision of the National Security and Defense Council of Ukraine On proposals for the Budget Declaration for 2026-2028 on items related to ensuring national security and defense of Ukraine.
The corresponding decree of the head of state No. 433/2025 was published on the website of the Office of the President.
Payments to the military – what will change
According to the document, the Cabinet of Ministers is instructed to determine the main priority of the state budget for 2026-2028 to be funding for items related to ensuring the national security and defense of Ukraine.

At the same time, the Cabinet of Ministers must work out the issue of financial support and increasing payments to military personnel, privates, officers and police officers.
In addition, it was ordered to take action to ensure the payment of one-time financial assistance in the event of the death of citizens and death as a result of injury received during martial law.
During 2026-2028, the Cabinet of Ministers must inform the National Security and Defense Council Offices every month before the 15th of the month about the state of funding of the security and defense sector bodies of Ukraine, in particular state targeted defense programs.
In response, they must ensure control over compliance with the terms and conditions of execution of government contracts (agreements) for the purchase of goods, works and services for defense purposes, in particular the status of repayment of accounts receivable.
