President Vladimir Zelensky instructed the Cabinet of Ministers to ensure Ukraine’s readiness to begin negotiations for further accession to the European Union.

This is stated in the corresponding decree No. 744/2023 On some measures to prepare for the negotiation process on Ukraine’s accession to the European Union, which was published on the official website of the Office of the President.

According to the document, it is necessary to implement a strategic course to gain full membership of Ukraine in the European Union, create conditions for effective political interaction, improve coordination of the activities of government bodies in order to begin negotiations as quickly as possible.

The President instructed to initiate consultations with the European Commission to determine the organizational aspects of the negotiation process on Ukraine's accession to the EU, and to submit to the Verkhovna Rada a bill on approval of a new National Program for the adaptation of Ukrainian legislation to EU law.

In this bill, the Ukrainian government needs to take into account the results of the EU’s official assessment (screening) of the state of implementation into national legislation.

The decree states that the Cabinet of Ministers must submit, following consultations with EU institutions, proposals to create a delegation to participate in negotiations with the European Union and conclude an agreement on Ukraine’s accession to the EU when the European Council makes such a decision.

The head of state instructed to improve the mechanism for coordinating the interaction of central executive authorities in order to implement the tasks of preparation and further participation in the negotiation process on Ukraine’s accession to the European Union.

The Cabinet of Ministers needs to ensure that the President is informed on an ongoing basis about the state of preparations for the negotiation process on Ukraine’s accession to the European Union.
