Such actions have been ongoing since February 24th. Volodymyr Arap, Commissioner of the Kharkiv Territorial Center for Recruitment and Social Support, announced this.
He explained that this was because it was not possible to serve subpoenas at home addresses. Therefore, they have the right to hand out subpoenas to everyone who, by age, falls under the category of those liable for military service.
Then the man must appear at the district territorial center for recruiting and social support at the place of call, where they will clarify his credentials.
If he does not have the right to a deferment, he is not a conscript – he is sent for a medical examination. Then he will receive another agenda, which indicates when, if necessary, he will be called up for mobilization, – explained Commissioner Vladimir Arap.
“Servants are called up directly, and those who have not served will wait until they they will call by phone and tell you when you need to arrive at the training centers before the business trip,” Arap added.
He noted that after receiving the summons, almost everyone who received them appears in the recruiting centers. If the man does not come, then his materials are sent to the relevant authorities for the opening of criminal or administrative proceedings.

“Conscripts, according to the law, are not subject to mobilization. “If there is a war, we must understand – you either have to serve in the army, or work for the benefit of the state, or volunteer. And not stand by and watch others fight” , – says Arap.
