Women of non-medical specialties can volunteer to serve. Will such volunteers be able to leave Ukraine, said Vladislav Zaitsev, a member of the Council of the Committee of the Ukrainian Bar Association (UBA) on migration law, a volunteer lawyer of the UBA Hotline on issues related to military aggression, its consequences and martial law.

He noted that in accordance with the Law of Ukraine “On Military Duty and Military Service”, persons liable for military service, regardless of gender, have duties and restrictions related to military registration. Among them is the obligation not to change the place of residence from the moment of the announcement of mobilization and in wartime without the permission of the head of the relevant territorial recruitment and social support center.
A woman who is registered for military service will be considered liable for military service and will have the same rights and obligations as men liable for military service. The status of a person liable for military service implies being in the reserve of the armed forces, the national guard or other military formations,” he stressed.
Consequently, both men liable for military service and women liable for military service are prohibited from leaving the country without permission in wartime.
Which women can cross the state border
However, such restrictions do not apply to women who are not subject to conscription during mobilization. Their list is defined in Article 23 of the Law “On mobilization training and mobilization.” We are talking about:
- women who are duly recognized as persons with disabilities,
- women who have three or more children under 18,
- women raising a child with a disability under the age of 18,
- women who support an adult child who is a person with a disability of group I or II,
- women who have a husband from among persons with disabilities and/or one of their parents or parents of a husband from among persons with disabilities I or group II.
