This was stated by a member of the Verkhovna Rada Committee on National Security, Defense and Intelligence Fedor Venislavsky in an interview with RBC-Ukraine, speaking about the key points in bill No. 10449 on mobilization.

— One of the key points concerns the conscript’s electronic account and the possibility of notifying in electronic format about the need to appear at the TCC and SP. This is actually an alternative to electronic subpoenas — we also rejected this, it did not find support in the committee, — explained the people's deputy.

Also, according to him, men who are abroad will be able to update their data in electronic accounts. However, they will not receive subpoenas — the mobilization bill does not provide for such a mechanism.

— We left the opportunity, first of all, for persons living outside of Ukraine to use the electronic account to remotely update data without entering the territory of Ukraine, since then there will be a problem with the possibility of their leaving, — added Venislavsky.

He noted that we are talking about students who study abroad, and about those men who left before the war.

The people's deputy added that all methods of serving a subpoena remain, except for sending it in the electronic account.

— In paper form, delivery against video recording or in other ways, provided it is recorded that the person received it, — Venislavsky summed up.

Bill No. 10449 — Acceptance deadlines

According to people's deputies, the mobilization bill No. 10449 can be submitted to the Verkhovna Rada meeting room for consideration in the second reading April 10.

Recently, the relevant Verkhovna Rada Committee on Defense completed its consideration of more than 4 thousand amendments to the draft law on mobilization.
