And this can be a reason for depriving the criticality of the entire enterprise for a period of not less than 6 months, — he said, answering the question whether questions would arise for the company if after the reservation of a certain employee, his salary is reduced and it is less than 20 thousand UAH.
Reservation of employees: what are the main criteria
Today, two main criteria have been defined that must be met by an enterprise in order to receive critical status. This is the level of wages for an employee and for the enterprise — not less than 20 thousand UAH and the absence of debt on taxes and fees.

— Next, the enterprise must meet another criterion. That is, there must be at least three criteria in order to receive critical status, — noted Vitaliy Kindrativ.
According to him, the main criteria were decided to be tied specifically to the amount of wages, since at the previous stage, when the enterprise was recognized as critical, manipulations were observed precisely in this matter. Within their framework, the board was pulled up to certain indicators to achieve criticality, and then reduced again.
— On the one hand, this approach will fill the budgets, and on the other hand, it will contribute to the detailing of the economy, — explains Kindrativ.
Worker reservations: when companies should renew
In addition, he noted that all current reservations and all current criticality statuses remain as such until the end of their term, but no longer than until February 28, 2025. That is, during this three-month transition period, all companies must re-acquire criticality in accordance with the new rules and procedures. And after that, they will be able to restore the ability to reserve their workers for a year. That is, by the end of February, all companies must re-confirm their criticality.
— After a company has re-confirmed its criticality, it has the opportunity to book people for the entire period of criticality, that is, for a year. If an enterprise has a current criticality, which is currently in effect, then the company can continue to book people within the framework of this criticality and its quota, but for a period no longer than until February 28, — explains Vitaliy Kindrativ.
He noted that at the start of the audit of critical enterprises in Ukraine, there were almost 20 thousand such companies. Now, after inspections, 5% of them have been stripped of this status.
The most common abuses — unjustified increase in the number of reserved persons, manipulation of reporting, that is, the company pulled up certain criteria to obtain criticality, and after it acquired the corresponding status, it rolled back, in particular, the level of salaries.
