Who should appear at the TCC without a summons from May 1: lawyer’s answer

Ukrainian men registered with the military, from May 18 to July 18, 2024, must independently report to the territorial recruitment centers (TCC) to clarify their registration data. Important — without waiting for the delivery of a summons or other notification during mobilization in Ukraine.

ICTV told about this in a comment to Facts Vladislav Zaitsev, lawyer at the ARES law firm, chairman of the migration law committee of the Ukrainian Bar Association, hotline lawyer on issues related to military aggression, its consequences and martial law.

According to the lawyer, you can come to the TCC before May 18, but after May 18 you will still have to do it again.

Law on Mobilization

Recall that on April 11, the Verkhovna Rada voted in the second reading on the law on mobilization, military registration and military service. Five days later, the document was signed by President Vladimir Zelensky.

The law itself was published in the official publication Voice of Ukraine, but will come into force on May 18, 2024.

In what cases should men arrive at the TCC without a summons

The lawyer notes that all citizens of Ukraine who are registered with the military are obliged, within 60 days from the date of entry into force of the new law, to arrive at the TCC and SP and update their credentials.

The same applies to persons subject to military registration.

What are the responsibilities of men registered in the military

According to the procedure that the government approved by Decree No. 1487 of December 30, 2022, conscripts, those liable for military service and reservists must:

  • be registered with the military at your registered place of residence — in the corresponding district or city TCC;
  • do not change your place of residence from the moment of mobilization in Ukraine and in wartime without the permission of the head of the relevant TCC;
  • undergo a medical examination and treatment in accordance with the decisions of the registration commissions, conscription commissions or military medical commissions of the TCC;
  • in person, within seven days from the date of arrival at your new place of residence, appear at the TCC with a passport of a citizen of Ukraine and with military registration documents;
  • personally, within seven days, inform the authorities with which you are registered with the military about changes in personal data;
  • verify your own personal data in the TCC at least once every five years.

During what period should you clarify your data

According to lawyer Vladislav Zaitsev, citizens of Ukraine who are registered with the military are required to submit information about their residential address, telephone numbers, email addresses (if any) and other personal data.

— The law comes into force on May 18, 2024. So, before July 18, 2024, citizens of Ukraine who are registered with the military are obliged to clarify their registration data, notes the lawyer.

As for those who must be registered for military service, the course of their term is regulated differently for them — within 60 days from the date of entry into force of the decree of the President of Ukraine on the announcement of mobilization in Ukraine.

— In fact, this will be the start of the new presidential decree on the extension of mobilization. Now mobilization and martial law in Ukraine have been extended from February 6 to May 13, 2024, notes Vladislav Zaitsev.

What data needs to be clarified in the TCC:

  1. last name, first name, patronymic;
  2. date of birth and place of birth;
  3. floor;
  4. residence address;
  5. phone numbers;
  6. email address;
  7. information about parents;
  8. information about marital status;
  9. information about work;
  10. information about education and specialty;
  11. information about health status and the like.

Where you can check your details

Vladislav Zaitsev notes that a person liable for military service or someone who must register, in addition to the TCC and SP, can clarify their personal data through administrative service centers (ACSC) or an electronic account.

Those liable for military service who are abroad

According to the lawyer, if a person liable for military service is currently abroad, then he does not have to return to Ukraine to update his data.

You can submit information about yourself to the e-mail of your TCC or call the official number. Contact details are listed on the official website of the relevant territorial recruitment and social support center.

Men can also clarify their credentials in their electronic account (if available).

Registration of the conscript's electronic account

The new law on mobilization states that the government, within two months from the date of publication of this law (April 17, 2024), must ensure the creation and operation of an electronic account for a conscript, conscript or reservist.

— Since the law was published in the official publication Voice of Ukraine on April 17, 2024, the conscript’s electronic account is expected until June 17, 2024, says lawyer Vladislav Zaitsev.

He notes that registration of an electronic account is voluntary.
