According to paragraph 15 of the Regulation on military transport duty, approved by the Cabinet of Ministers Resolution of 28.12.2000 No. 1921, enterprises (legal entities) are required to submit a statement of the availability of vehicles and equipment, their technical condition, as well as of the employees operating these vehicles and equipment.

When to submit a report to the TCC on vehicles in 2025
In 2025, the report to the TCC on vehicles remains an important element of ensuring the state's mobilization readiness in martial law. Such a report is submitted by legal entities, government agencies, local government bodies and enterprises that have vehicles on their balance sheets.

The main objective of the presentation is to inform territorial acquisition centers about the availability of equipment that could potentially be used for the needs of the Armed Forces of Ukraine or other defense forces.
This is not about the automatic confiscation of vehicles, but about their registration in case of a special period.
Submission of this information to territorial acquisition centers (TAC) is carried out twice a year – before June 20 and before December 20 of the corresponding year.
Taking this into account, the last reporting day in June 2025 is the 20th , however, to avoid risks, it is recommended to submit the statement no later than June 19.
The heads of enterprises, institutions and organizations annually submit such a Statement to the relevant TCC within the established deadlines.
Who must submit a report to the TCC on vehicles
Submission of the report is mandatory for all organizations, regardless of their form of ownership, if they have transport.
Citizens (individuals) who own personal vehicles are not required to report if they do not conduct business activities related to transport or do not have relevant agreements with government agencies.
How to report to the TCC about the availability of vehicles
The report is submitted in the form according to Appendix 1 of Resolution No. 1921, determined by the territorial acquisition center, and includes information on all available vehicles: brand, model, year of manufacture, registration number, technical condition, purpose, availability of fuel, etc.
Submission methods may vary – in person, by mail, via email. When submitting, you must have a copy of the report with a mark of acceptance or a receipt of sending from the post office, so that in case of an audit, you can confirm the fact of fulfilling the obligation.
Fines for failure to submit a vehicle report to the TCC
Violation of the requirements of legislation in the field of defense, mobilization training and mobilization entails administrative liability in the form of a fine (Article 210 (KuoAP).
For officials of government bodies, local governments, enterprises, institutions, organizations and public associations – from 2,000 to 3,500 non-taxable minimums. This is from 34,000 to 59,500 UAH.
