What will change in Ukraine from November 1, 2024: reservations, mobilization, pensions and subsidy payments

Extension of martial law

In Ukraine, martial law and general mobilization were extended for another 90 days – from November 10, 2024 to February 7, 2025. This was the 13th vote since the beginning of Russia's full-scale invasion of Ukraine.

During the meeting, 311 MPs supported bill #12151 on extending martial law, and 304 MPs voted for bill #12152 on extending general mobilization.

Will the amount of pensions change

In November, some categories of pensioners will receive pension supplements. This will apply to pensioners who reach 70, 75 and 80 years of age.

Age-based supplements will be distributed as follows:

  • 300 UAH — Ukrainians aged 70 to 74 will additionally receive;
  • 456 UAH — Ukrainians aged 75 to 79 will additionally receive;
  • 570 UAH — Ukrainians aged 80 and over will additionally receive it.

Monthly age supplements will be accrued automatically. There is no need to additionally contact the Pension Fund of Ukraine. For other categories of pensioners, the pension increase in November will not occur.

However, disability pensions will continue to be paid to all those to whom they were assigned on legal grounds. After the reform of the Medical and Social Expertise Commission, payments for citizens who receive them legally will not be reduced, the Ministry of Social Policy of Ukraine emphasizes.

Also in November, pensioners who are entitled to payments from the World Food Programme of the United Nations (WFP) will be able to receive additional funds.

Gas, electricity and water tariffs

In November, the price of gas for household consumers will not change. For those who use Naftogaz services, it will remain at the level of 7.96 UAH per cubic meter. For other gas supply companies, it will fluctuate from 7.7 to 9.9 UAH per cubic meter.

Water tariffs were planned to increase, but in November they will not change. Electricity became more expensive even earlier. In November, the price of electricity is 4.32 UAH per kW-h. For owners of dual-zone meters, electricity will be cheaper at night (from 23:00 to 07:00), namely – 2.16 UAH per kW-h.

We remind you that this electricity tariff will be valid until the end of the heating season, that is, until April 30, 2025.

Beginning of the heating season and subsidies

The heating season began in most cities on November 1. Let's find out what will change in Ukraine from November 1, 2024 for people who receive subsidies.

The Ministry of Social Policy reported that the system for calculating subsidies remains unchanged. They will be recalculated automatically, so you don't need to contact anyone.

In November, all subsidies will be paid, because the money allocated in the budget is enough to accrue them.

Payments for IDPs from November 1

Payments to IDPs who are in difficult life circumstances have been extended until February 2025. No changes in the accrual of assistance are expected from November 1. That is, if the financial and property status of the IDPs has not changed, then the payment of assistance will continue until February 2025.

The amount of assistance in November is:

  • for children and persons with disabilities – 3,000 UAH;
  • for other persons -— 2,000 UAH.

However, pensioners from among those IDPs who were registered before February 24, 2022, must undergo the identification procedure every six months, the Ministry of Reintegration reminds. This is necessary to confirm payments to the designated person.

Until the end of 2024, under the Prikhistok program, homeowners who have accommodated IDPs free of charge can compensate for utility payments.

Changes in mobilization and reservation from November 1, 2024

  • Audit of critical enterprises and updates booking

In Ukraine, they plan to audit enterprises that have received critical status from local governments. This must be done by November 15. After the audit, the results must be analyzed by the Ministry of Economy of Ukraine and the government must be informed by November 20. The government, in turn, will update the booking criteria and adjust them so that the mechanism works in favor of the security and defense of our country, as well as the economy.

The commission for auditing critical enterprises must include military personnel. If the enterprise does not meet the criteria and is not critical for the state, then the possibility of booking will be reviewed.

This is being done due to the abnormal increase in the number of critical enterprises and the number of employees booked by them. Deputy Defense Minister Ivan Gavrilyuk reports that there are currently more than 1 million booked persons in Ukraine. Over the past two years, there were 540 thousand people, and over the past few months, there has been a sharp increase in booked persons, the report says.

At the same time, the Government's protocol decision has agreed to partially restore the booking of military personnel.

Persons who received the status of booked persons before May 31, 2024, will be able to extend the booking for a similar period. This will ensure the stable operation of strategically important sectors of the economy, including those that work for defense.

  • Mobilization from November 1

The Verkhovna Rada supported the corresponding law, which extended martial law and general mobilization in Ukraine for another 90 days, that is, until February 7, 2025.

Among the latest innovations was that the Army+ application launched online military training.

The online training service contains verified training materials on military affairs, which will help soldiers gain important knowledge even while in the field.

The Reserve+ application also received a function for searching for vacancies in the Defense Forces of Ukraine. With the help of the online recruitment service, Ukrainians will be able to find the best vacancy in the army for themselves.

To find a suitable vacancy, you need to take a test and indicate the presence of a military education or an area in which the person is well versed.

  • Deferments from November 1

There will be changes in the provision of deferments from November 1. In the first ten days of November, the Ministry of Defense plans to digitalize the provision of deferments, said Deputy Defense Minister Ekaterina Chernogorenko.

The new function will allow military personnel to receive a deferment without visiting the TCC and submit applications online. To receive a deferment, you will need to use the online tool on the Reserve+ platform.

From November, it is planned to activate three forms of deferments in the application. It will be provided for different categories of citizens, namely:

  1. for full-time students;
  2. for parents with many children;
  3. for persons with disabilities.

The Ministry of Defense is currently working on changes to the regulatory framework to coordinate these innovations.

Speed ​​limit from November 1

New speed limit rules on roads will come into force in Ukraine from November 1, 2024. At the same time, traffic rules will not change.

This decision was made due to the onset of the cold season. Such seasonal restrictions are provided for by current legislation and are applied to improve traffic safety in conditions of snow, ice and other adverse weather conditions.

Road signs indicating a higher speed (for example, 80 km/h) will be dismantled or they will be replaced with signs with a limit of up to 50 km/h, – noted the head of the Patrol Police Department Alexey Biloshitsky.

Customs reform from November 1

The Verkhovna Rada adopted bill No. 6490-d on the reform of the State Customs Service, which comes into force on November 1, 2024.

The document provides for the reboot of customs, namely:

  • reboot based on the BEB model, agreed with international partners;
  • transparent competition for the head of the SCS with the participation of international organizations;
  • political independence of the head of the SCS, dismissal by conclusion audit;
  • re-certification of all employees within 18 months from the date of appointment of the new chairman;
  • half of the members of the certification commissions for management positions will be selected by international experts based on proposals from the business community;
  • increase in salaries in line with the law.

New requirements for international freight transport in Poland from November 1

Changes will take place in the requirements for international freight transport in Poland from November 1.

According to the Polish side, requirements for international freight transport for entities that are not headquartered in a Member State of the European Union, the Swiss Confederation or a Member State of the European Free Trade Association (EFTA) will come into force from November 1, 2024 (link to document).

Replacement of old-style 50 and 200 UAH banknotes

From November 1, a gradual replacement of the old-style 50 and 200 UAH banknotes (2003 — 2007). The National Bank of Ukraine (together with banks) will exchange them for banknotes of similar denominations of the modern generation, namely, the 2014 model and subsequent years of issue.

The gradual replacement will take place as follows:

  1. When conducting cash transactions, banks will not issue old-style 50 and 200 UAH banknotes from cash desks;
  2. The National Bank will not issue banknotes to banks, collection companies, and cash handling companies.

Old-style 50 and 200 UAH banknotes will not be returned to circulation, but will be withdrawn for further transfer and disposal.

Ukrainians will not need to go and specially exchange them. Old-style banknotes will be accepted for payments, as they will remain valid.

Extension of National Cashback Payments

The National Cashback payment will be extended in November. The first payment was made from October 22 to October 31, 2024. The state will transfer a total of UAH 37.2 million to 646,378 Ukrainians for the money accumulated for purchases in September. Ukrainians will be able to spend the funds on utilities, medical services, transport payments, donations to the Armed Forces of Ukraine, etc.

We remind you that cashback is paid monthly, from the 20th of the following month for the previous one. That is, at the end of October, consumers will receive the cashback accumulated for September, at the end of November — for October.

To receive payments, you need to activate the card for payments in Diya. People who have not yet done this (as of the end of September, there were more than 300 thousand such consumers) can still do this. The funds will not disappear anywhere and will be paid in November. Ukrainians who have activated the card will receive payments, including in November.
