In Ukraine, martial law and general mobilization continue, which is necessary to repel Russia's armed aggression against Ukraine.
According to Article 65 of the Constitution of Ukraine, all citizens are obliged to defend the Motherland, independence and territorial integrity of their country. However, in some cases, military personnel have the right to a deferment or reservation.

Reservation and deferment: the difference
Persons liable for military service between the ages of 25 and 60 who are considered fit for military service, do not have the right to a deferment and are not reserved are subject to mobilization. We explain the difference between a reservation and a deferment.
What is a reservation?
Reservation is a temporary deferment from mobilization (conscription) for up to 12 months (if there are grounds, it is possible to extend the reservation period).
Reservations may be provided to employees of companies, enterprises, organizations and institutions that are critical to ensuring the defense capability of the state.
The procedure for booking military personnel is determined by Resolution of the Cabinet of Ministers of Ukraine No. 76 of January 27, 2023.
According to the document, the following will be subject to reservation in 2025:
- employees working at enterprises, institutions and organizations associated with ensuring the implementation of mobilization tasks;
- employees working at enterprises, organizations and institutions that produce goods, perform work or provide services necessary to meet the needs of the Armed Forces of Ukraine and other military formations;
- employees working in state authorities, local government and other state bodies in positions necessary for the functioning of these bodies;
- employees working at enterprises, institutions and organizations associated with ensuring the fulfillment of mobilization tasks (orders);
- employees working in enterprises, organizations and institutions that are critically important for ensuring the life of the population during a special period, as well as for the functioning of the economy.

- By contacting the TCC and SP;
- Through the electronic office of the military conscript Reserve +;
- Obtaining data from your employer.
What is a deferment from mobilization?
Deferment from mobilization is a deferment of a call-up for military service in the event of a threat to national security or military action. This right is granted to certain categories of citizens by decision of the relevant state bodies.
The list of grounds that give the right to a deferment from mobilization is given in Article 23 of the Law of Ukraine On Mobilization Preparation and Mobilization.
According to the document, individuals may receive a deferment from mobilization:
- due to booking;
- for health reasons;
- due to family circumstances;
- in connection with professional activities;
- in connection with training;
- in connection with obtaining a scientific degree.
To obtain a deferment from mobilization, you must contact the TCC at your place of registration, write a corresponding application and provide documents confirming your right to a deferment.
We remind you that persons who have received a deferment from mobilization still remain subject to military service.
To summarize the difference between a deferment and a reservation, it can be said that a reservation is only one of the grounds for a deferment from conscription.
An important feature of the reservation is its urgent nature. That is, the reservation period for specific conscripts is determined in decisions of the Ministry of Economy.
A deferment is granted if a person has the appropriate grounds (including a reservation).
