Secondary vocational education: what is it and who can get it

Secondary specialized education is a form of obtaining professional knowledge and skills that allows you to immediately obtain knowledge and professional qualifications and start working in your specialty earlier, without the need to obtain higher education.

That is, students can receive secondary specialized education in parallel with complete general secondary education, because it is possible to enter colleges, technical schools or vocational schools after the 9th grade. This is the so-called transitional stage between school education and university.

It can be obtained in professional colleges or institutions of professional pre-higher education after basic secondary (9 grades) or specialized secondary education (11 grades).

It is worth noting that today in Ukraine, instead of this concept, another term is used, in accordance with the reformed education system.

Professional pre-higher education is a modern analogue of the concept of secondary specialized education.

Upon completion of the training, a junior bachelor's degree or a professional junior bachelor's degree is issued. In particular, training lasts from 2 to 4 years, depending on previous education (9 or 11 grades).

Secondary specialized education is equivalent to basic vocational training.

What does modern secondary specialized education look like and how is it divided into categories?

In 2017, the Law of Ukraine On Education No. 2145-VIII was adopted, which harmonized educational and educational-qualification levels with the National Qualifications Framework.

In accordance with Article 10, the educational levels are:

  • Pre-school education (equal to level zero of the qualification framework).
  • The initial level of general education corresponds to the first level.
  • Basic secondary education (equivalent to the second level).
  • Specialized secondary education (equivalent to the third level of qualification).
  • The initial stage of vocational education is equal to the second level.
  • The basic level of vocational education corresponds to the third level.
  • The highest level of vocational education is equivalent to the fourth level.
  • Professional pre-higher education is the fifth level of the qualification system.
  • Short cycle higher education, or primary level, refers to the sixth level.
  • Bachelor's degree is the seventh level.
  • The Master's level is the eighth level of the educational qualification structure.
  • The educational-scientific or educational-creative level of higher education corresponds to the ninth level.
  • The highest, scientific degree of higher education is equivalent to the tenth level of qualifications.

What was education like in Ukraine before?

In 1991, the Law of Ukraine No. 1060-XII On Education was adopted, according to Article 29, the education system in Ukraine covered the following levels of training:

  • preschool education (for children up to 6-7 years old);
  • primary education (grades 1-4);
  • basic secondary education (grades 5-9);
  • complete secondary education (grades 10-11);
  • vocational education (training of skilled workers);
  • higher education (training in institutions of professional pre-higher and higher education).

As for educational qualification levels and scientific degrees, in Ukraine they included:

  • skilled worker;
  • Junior Specialist (an educational qualification level that is now gradually being phased out);
  • Junior Bachelor;
  • bachelor (first level of higher education);
  • Master's degree (second level of higher education);
  • Doctor of Philosophy (PhD – third-level scientific degree);
  • Doctor of Science (highest scientific degree).
