In 2025, certain categories of applicants will be able to take advantage of special conditions during the admissions campaign. In particular, this may be enrollment without participation in the NMT, admission based on the results of an interview, or submission of documents for specially designated budget places.

What are the preferential conditions for admission in 2025?
This year, preferential conditions are divided into two main types:

- Benefits for passing entrance examinations, as well as special rules for participation in the competitive selection.
- Advantages when applying for budget places, that is, the right to enrollment or transfer to study at the expense of the state or local budgets is granted.
Benefits can only be applied under certain conditions:
- when an application for admission is submitted to an open or broad competitive offer;
- if the applicant did not receive a single budget place based on the results of all submitted applications;
- if the application does not indicate that the applicant is participating in the competition only for a contract and has been notified of the impossibility of transferring to a budget position as part of the admissions campaign.
In order to take advantage of special conditions upon admission, it is mandatory to have an applicant card in EDEBO. It is there that the corresponding privileged category must be indicated. Also, the system must record supporting documents (their details) or scanned copies if information about privileges is not available in state registers.
It is worth noting that the applicant must enter data about his/her benefit in the personal electronic account before submitting the first application. After that, it will no longer be possible to add or change information.
To verify documents, an applicant must contact the admissions office of any university or academy in Ukraine.
Preferential categories of applicants 2025
The 2025 admissions campaign provides for a number of benefits for certain categories of citizens, making it possible to participate in the competitive selection under simplified conditions.
An interview or a creative competition with admission with any positive assessment is available for:
- people with disabilities resulting from war;
- victims of the Chernobyl nuclear power plant accident;
- people with disabilities who are unable to attend educational institutions in person.
Replacing the NMT with an interview is permitted for those who :
- has the status of a participant in the Revolution of Dignity or military operations (in particular, active military personnel);
- was unable to register for NMT in 2025 due to medical reasons and the impossibility of creating special conditions;
- has a disability or is a child with a disability and has not participated in the main or additional sessions of NMT due to illness or pathology;
- registered in populated areas under occupation or where military operations are taking place as of July 1, 2025, and either resides there or was forced to leave after January 1, 2025.
The following have the right to admission under quota-1 to budget places:
- participants in the Revolution of Dignity and military operations;
- applicants with disabilities who were denied participation in the NMT due to the impossibility of creating special conditions;
- people with disability groups I or II or children with disabilities who underwent NMT in 2025;
- persons who were illegally imprisoned as a result of aggression against Ukraine;
- orphans deprived of parental care and persons from among them.
Quota-2 provides for admission to the budget based on the results of the NMT or interview (creative competition) and is provided to applicants registered in the temporarily occupied territories or in combat zones as of July 1, 2025, who either remain there or left after January 1, 2025.
Who can be transferred to free budget places in 2025
If there are vacancies in a higher education institution under a state or regional order, certain categories of applicants may be transferred to them. This applies to persons who have a confirmed preferential status and meet the established conditions:
- applicants with disabilities of groups I or II, as well as children with disabilities under 18 years of age, provided that their health condition does not prevent them from studying in the chosen specialty;
- people with disabilities who suffered as a result of the Chernobyl disaster or who took part in the liquidation of its consequences, if the disability is directly related to the accident; this category also includes patients with radiation sickness (category 1) and their family members, as well as residents of the unconditional evacuation zone (category 2) and their minor children;
- children, as well as persons from among children who in the year of admission received the appropriate educational level, if their parents are: injured participants in the Revolution of Dignity, participants in military operations, disabled military personnel, missing in action in special circumstances or illegally detained as a result of armed aggression against Ukraine;
- miners with at least three years of underground experience, as well as children of miners (within three years of receiving a complete general secondary education), if the father or mother has at least 15 years of underground experience or died/became disabled as a result of an industrial injury;
- applicants with disabilities of groups I or II, as well as children with disabilities who attended the main or additional session of the NMT in 2025 (if there is relevant confirmation);
- persons who were illegally imprisoned as a result of military aggression by the Russian Federation;
- orphans and children deprived of parental care, as well as persons from among them;
- persons registered in populated areas related to territories of possible military operations as of July 1 of the year of admission;
- internally displaced persons according to the Law of Ukraine On Ensuring the Rights and Freedoms of IDPs;
- children from large families with five or more children.
Special conditions for admission to budget-funded education apply exclusively to applications submitted under open or fixed competitive offers.
