Vyacheslav Chaus, head of the Chernihiv regional military administration, was admitted to the existence of a scheme to send draft dodgers abroad. This was done through the “Way” system, which was reported by the head of the Interim Investigative Commission (VSK) of the Verkhovna Rada, Serhiy Kozyr.
The head of the parliamentary VSK, following the results of the commission meeting in Chernihiv, published a message on December 12, in which, in particular, he noted that the verification of random persons who traveled abroad through the Put system as volunteers gave “impressive results.” Every second of those who crossed the border to leave did not return to Ukraine.
In an official response, representatives of the Chernihiv OVA explained that in Ukraine more than 170 thousand people were included in the “Way” system, of which less than 1% (1548 men) – on the proposal of the regional department. Therefore, it is not known whether all 10 men on the VSK list received permission to travel abroad thanks to the Chernihiv Regional State Administration.
But the problem with evaders still exists, which Vyacheslav Chaus' adviser Andrei Undermined admitted. The Chernihiv OVA is aware of 22 cases when persons who were entered in the “Put” system by the representatives of the OVA and crossed the border did not return to Ukraine. As a percentage, this is 1.4%.
Yes, we acknowledge this fact. This is a very painful number. Indeed, among these 22 people there are volunteers who even had letters from military units. And there were cases when people left and returned 1-2 times, but did not return on the 3rd, having collected funds, – says the commentary of the OVA signed by Chaus's adviser, Andrey Podorvan.
What is known about the schemes for evaders in the Chernihiv region
Earlier, the Security Service of Ukraine reported that it had eliminated another channel for the illegal departure of Ukrainians of draft age abroad in the Chernihiv region. The cost of such a service amounted to 5 thousand dollars.

According to the investigation, the suspects entered false data into the Put system for a fee. Thus, the conscripts were allowed to travel outside Ukraine as volunteer drivers.
