Former Deputy Minister of Defense and head of the Department of Public Procurement and Supply of Material Resources of the Ministry of Defense are suspected of obstructing the activities of the Armed Forces of Ukraine and embezzlement of almost 950 million UAH of public funds.
The third suspect in this case — ex-head of the department for the development of clothing support of the Central Directorate for the development and support of material support of the Armed Forces of Ukraine.
New suspicions are related to the purchase in 2022 of a large batch of body armor for the needs of the Armed Forces of Ukraine — 50 thousand units.

According to the investigation, this equipment did not meet the established requirements in terms of its quality characteristics and could not be used by the military for its intended purpose, since it endangered the life and health of our soldiers on the front line.
As a result of the purchase of low-quality products, the state’s losses reached UAH 948 million.
It is also known that these personal protective equipment were purchased from — non-resident, the ultimate beneficial owners of which are citizens of the Russian Federation.
Three persons involved were informed of suspicion under several articles of the Criminal Code:
- h. 2 tbsp. 28, part 2 art. 114-1 (obstruction of the legitimate activities of the Armed Forces of Ukraine and other military formations, committed under the conditions of a special period, which led to serious consequences, committed by a group of persons);
- h. 5 tbsp. 191 (waste of someone else's property by an official abusing his official position on an especially large scale under martial law and by prior conspiracy by a group of persons).
The suspects face imprisonment for up to 15 years.

Now two of them are already in custody as part of other criminal proceedings, and to search for the third, searches are being carried out at his place of residence.
In December 2023, law enforcement officers detained in Kiev the head of one of the Main Directorates of the Ministry of Defense due to his involvement in the theft of 1.5 billion UAH for the purchase of artillery shells for the Armed Forces of Ukraine.
According to the investigation, an official of the Ministry of Defense signed an agreement with a special exporting company for the purchase of a wholesale batch of artillery shells for Ukrainian defenders.
