During a joint press conference with Orbán, Putin rejected the possibility of a negotiated ceasefire, backtracking on his apparent interest in it.

The president of the aggressor country said that the agreement between Russia and Ukraine should not lead to a temporary ceasefire, since this would supposedly allow Ukraine to regroup and rearm.

But Russia, according to him, stands for a complete and final end to the war.

Putin seeks to destroy Ukrainian statehood

A report from the Institute for the Study of War notes that Putin does not want to agree to anything other than the destruction of Ukrainian statehood and identity. This is evidenced by his statements and demands.

Putin demands the surrender of a significant part of the territory and population of Ukraine to Russian occupation and the military capitulation of Ukraine before any negotiations begin.

Also during a press conference on July 5, Putin called for the complete withdrawal of Ukrainian troops from “Donbass and Novorossiya” as a prerequisite for ending the war.

According to ISW experts, Putin, in the event of Ukraine’s capitulation, will most likely overthrow the Ukrainian government and replace it with a pro-Russian one.

Analysts at the Institute for the Study of War note that Ukrainian counteroffensive operations and the liberation of operationally sensitive territories remain the most effective method to undermine Putin's confidence in his desired goal in the war against Ukraine.
