In 2025, the Ombudsman received more than 2,000 appeals regarding violations of the rights of military personnel and the rules for conducting mobilization actions by employees of the TCC and SP.
This was stated by the Verkhovna Rada Commissioner for Human Rights, Dmitry Lubinets.
Ombudsman on holding TCC workers accountable
According to the ombudsman, in 2024 he received more than 3.5 thousand appeals from Ukrainian citizens about violations of their rights during mobilization.

“We always react. I see statistics that the number of requests is increasing,” Lubinets asserts.
For example, in 2025, the ombudsman has already received more than 2,000 requests. According to him, each request automatically opens proceedings in the institution.
Lubinets said that after this, official letters are sent and responses are required.
The Ukrainian ombudsman stated that criminal proceedings had been opened based on their appeals.
The Verkhovna Rada Commissioner for Human Rights noted that more than 50 employees of the TCC and SP were brought to disciplinary responsibility.
In his opinion, Russia may use cases of human rights violations during mobilization actions against Ukraine.
This is why the Ombudsman's Office mainly reacts in the legal sphere, and not in the public sphere, Lubinets explained.
“There are cases when my representatives come to the premises of the TCC and SP, help restore the violated rights of Ukrainian citizens. I will not say that every appeal finds signs of violation of rights,” he emphasized.
According to the ombudsman, a large number of appeals are reviewed after the intervention, but no violations of rights are found. But a fairly large number of violated rights still remain, said Dmitry Lubinets.
