What does violation of military registration rules mean in Reserve+
The Reserve+ application may display marks about violation of military registration rules. According to the Law on Military Duty and Military Service and the Cabinet of Ministers Resolution No. 1487 of December 30, 2022, there are several main situations that may lead to the appearance of a mark about violation of military registration rules.

What is considered a violation of the rules of military registration in the Reserve+:
- If a person has not updated their personal data. For example, they have moved, changed their place of work or marital status and have not reported this to the TCC. This can be done through Reserve+, at the CPAU or in person at the TCC. If this is not done within 7 days, a corresponding mark will appear in the register.
- Failure to appear on summons. If it was handed to you personally or sent by mail, and the person did not show up, then this is also considered a violation. And even if the summons was not picked up at the post office, this does not exempt you from liability.
- It is also considered a violation if a person does not register after turning 17 or moves to another city but does not register with the TCC there.
- Failure to appear for a medical examination (VLK). If a person was called and simply did not show up, this is also considered a violation.
There may also be technical failures: the data was updated, but the system did not take it into account, or the TCC employees entered something incorrectly.
Violation of military registration rules in the Reserve+ application: how to find out the reason
According to lawyer Daria Tarasenko , the Reserve+ app recently introduced the ability to view more detailed information about violations of military registration rules.
Previously, only a red ribbon could appear in the profile with a note about the presence of a violation, but without explanation. Now, in the case of a search, the reason for which the person is being sought is noted, as well as the date on which this search began.
However, the information provided is quite general. For example, among the reasons you can see “failure to appear in response to a summons,” but without specifying the date, delivery address, or whether the summons was delivered in person at all.
This means that the user cannot check whether he was actually notified of the summons, and this is important, because only in certain cases is absence from a summons considered a violation for which liability is provided.
According to the lawyer, the appearance of a mark on the violation of military registration rules in the Reserve+ does not mean that the person has already been officially held accountable or fined. In practice, there are many cases when such a mark appears, but not a single administrative proceeding has yet been opened.
