According to Article 28 of the Law on Military Duty and Military Service, the reserve of those liable for military service is divided into two categories, established depending on the age of those liable for military service.

Conductees liable for military service who are in the reserve and have the military ranks of private, sergeant and petty officer are divided into categories by age:

  • First category — up to 35 years.
  • Second — up to 60 years of age.

Reserve officers are also divided into categories by age. First category:

  • junior officers — up to 45 years;
  • senior officers: major (captain 3rd rank), lieutenant colonel – captain 2nd rank) — up to 50 years old; colonel (captain 1st rank) — up to 55 years;
  • senior officers — up to 60 years of age.

Second category:

  • junior and senior officers — up to 60 years;
  • senior officers — up to 65 years.

The maximum age for being in the reserves of the second category is generally the maximum age for being in the reserves of the Armed Forces of Ukraine and other military formations.

However, a man, even after reaching 60 years of age, can join the ranks of the Armed Forces of Ukraine of his own free will and become a volunteer.

Who can be mobilized in 2023

According to the law, the following categories of men can be mobilized:

  • military (including contract soldiers) who completed their service before February 24, 2022, who have not reached the maximum age for service and are fit for health reasons;
  • men who are fit for health reasons aged from 25 to 60 years without military service experience;
  • men aged 18 years and older who agreed to contract service;
  • men of limited fitness during martial law, men with and without experience services;
  • removed and excluded from military registration before February 24, 2022, fully or partially fit for service during martial law by decision of the Military Military Commission;
  • persons with disabilities, if they are mobilized voluntarily ;
  • persons entitled to a deferment for family reasons can only be called up voluntarily to serve at their place of residence.
