The European Union is deeply concerned by the information that North Korea is sending its troops to Russia to participate in a full-scale war against Ukraine.
This was stated by the High Representative of the European Union for Foreign Affairs and Security Policy Josep Borrell.
The EU commented on the sending of DPRK troops to Russia
Borrell stressed that the participation of North Korean troops in the war against Ukraine would be a serious violation of international law, in particular the fundamental principles of the UN Charter.

According to the EU representative, this would be a unilateral hostile act by the DPRK with serious consequences for European and global peace and security.
He noted that this development also illustrates once again how Russia is spreading instability and escalation in the region and around the world.
– The European Union strongly condemns the deepening military cooperation and arms transfers between Russia and North Korea, which violate United Nations Security Council resolutions. The European Union calls on North Korea to stop supporting Russian troops in their illegal efforts, Josep Borrell said.
He also added that the deepening of Russia's military cooperation with the DPRK sends a clear signal: despite its declared readiness for negotiations, Russia is not interested in a comprehensive, just and lasting peace.
Meanwhile, according to the EU representative, Russia is on the contrary escalating and desperately seeking any help for its war, in particular from entities that seriously undermine global peace and security.
In addition, as Borrell noted, with its alarming change of position on the denuclearization of the DPRK, expressed by Foreign Minister Lavrov, Russia is abandoning its key obligations under the Treaty on the Non-Proliferation of Nuclear Weapons (NPT). In particular, on preventing nuclear proliferation, and violates numerous UN Security Council resolutions adopted with the support of the Russian Federation.
Consequently, Russia jeopardizes its responsibilities as a permanent member of the Security Council and as a UN member state.
The EU representative noted that the DPRK cannot and will never have the status of a nuclear state in accordance with the NPT.
– North Korea's support for Russia's aggressive war against Ukraine demonstrates how closely Europe's security is linked to security in the Indo-Pacific region. The EU will coordinate its actions with partners on this issue, including in response, – Josep Borrell summed up.
We will add that Ukrainian intelligence reported that Russia has already transferred the first units of North Korean troops to the combat zone.
In particular, according to the Main Intelligence Directorate of the Ministry of Defense, on October 23, the appearance of North Korean troops was recorded in the Kursk region of the Russian Federation.
According to GUR estimates, the number of troops transferred from North Korea is currently about 12 thousand people. Among them — 500 officers, including 3 Pyongyang generals.
At the same time, we note that Putin does not deny the presence of North Korean military in Russia, who are planned to be involved in a full-scale war against Ukraine.
