The UK will not directly help Ukraine target military targets on Russian territory, Defense Secretary John Healey said.

John Healy did not rule out that he would agree with Zelensky’s request to use British-made long-range missiles against targets on Russian territory, but the UK would not participate in such attacks.

— We provide weapons to Ukraine to defend its sovereign territory. This does not exclude the possibility that they will strike targets in Russia, but this must be done by the Ukrainians. This must be done within the parameters and international humanitarian law, said John Healy.
Earlier, British Prime Minister Keir Starmer stated that the Ukrainian Armed Forces would be able to launch Storm Shadow missiles against Russia, but only for defensive purposes. Last week the Prime Minister said: They (Ukrainians, – Ed.) are intended for defensive purposes, but Ukraine must decide for itself how to use them for these defensive purposes.
President Vladimir Zelensky intends to directly appeal to the British Cabinet of Ministers with a request for freer use of British-made weapons. Zelensky will also call on ministers to help create a European defense industrial base, in connection with the possible presidency of Donald Trump.
According to Zelensky, London’s policy towards Ukraine will not change, the Ukrainian president would still like Prime Minister Starmer to become special on this issue.
Starmer is expected to promise Vladimir Zelensky that the UK will do more to combat the growing shadow fleet of tankers carrying Russian oil around the world.
