Ukraine will test a new threat notification system that allows you to send messages not via SMS. Also, notifications will come with sound even when it is turned off on the phone.
Appropriate information will work thanks to Cell Broadcast technology. To receive notifications, you must turn on the notification and turn off the “airplane” mode.
The State Emergency Service spoke about testing the new notification system
Rescuers reported that September 7 will begin testing a new system of prompt informing the population about emergencies with the help of mobile operators Kyivstar, Vodafone and lifecell.

The new operational information system will work thanks to Cell Broadcast technology, which has significant advantages over SMS informing: receiving notifications faster, flexibility in choosing locations for informing, the presence of a sound signal even if the sound on the smartphone is turned off, the State Emergency Service reported.
That is, notifications will be received by all users who:
- are within range of the selected mobile base stations . That is, the State Emergency Service can send information to residents of a particular locality, region or throughout Ukraine, depending on the situation;
- have mobile phones manufactured not earlier than 2019 and running Android version 11 or higher or iOS version 14.5 or higher. Rescuers promised to expand the list of smartphone models that will be able to receive such messages;
- activated a SIM card that has a mobile operator network and the airplane mode is turned off;
- have a corresponding operating system in the phone: for Android – version 11 or higher, and for iOS – from version 14.5. If possible, it should be updated;
- checked that receiving notifications in smartphone settings is enabled . Depending on the manufacturer, settings for receiving emergency alerts may be in the “Notifications” section for Samsung, iPhone, OnePlus, “sound and vibration” for Huawei, “security and passwords” for Xiaomi.
If the phone meets all the requirements, then a loud signal along with vibration will last 15 – 20 seconds or until the notification is turned off by a person.
“Cell Broadcast is a function of the GSM network that allows the mobile operator to transmit a variety of information that can be displayed on the display of a mobile phone,” the Center for Combating Disinformation explained.
It is worth remembering that new air raid signals were introduced in Ukraine. In particular, if there is a signal of chemical danger, the sound of church bells will be heard, if there is a signal of radiation danger, there will be a ringing alarm. In the case of an evacuation signal from the city, it will sound like a train whistle.
