Representatives of the Ukrainian government are holding bilateral negotiations with each of the states whose minorities live on the territory of Ukraine in order to fulfill the European Commission's criteria for opening accession negotiations with the EU. However, the Ukrainian government will not make any “special exceptions” for any minority.
This was stated by Deputy Prime Minister for European and Euro-Atlantic Integration Olga Stefanishyna in an interview with Ukrainskaya Pravda.
According to her, the fact that Hungary “screams the loudest” about the Hungarian national minority in Ukraine “does not mean at all that the Hungarian minority in Ukraine has any special problems.”

— We are in the same dialogue, for example, with the Romanian side. The Romanian minority is one of the largest minorities in Ukraine. Moldova also recognized Romanian as the national language, and now the Romanian-speaking population in Ukraine will increase further. But we are in dialogue and there is no such shouting,” Stefanishina explains.
The Deputy Prime Minister says that Ukraine will change the legislation on national minorities, primarily taking into account the issue of the educational process.
— Our stage of transition to a new level of legislative regulation is more progressive. It will also create clarity on the ground, that is, teachers on the ground – in Transcarpathia, in other regions of Ukraine – will have greater clarity regarding the organization of the educational process,” she says.
Let us recall that on November 8, the head of the European Commission, Ursula von der Leyen, recommended that the European Council begin negotiations on accession to the European Union with Moldova and Ukraine. However, the final decision will be made by the presidents and heads of government of the EU countries during the meeting on December 14-15.
It is noteworthy that in recent days there have been reports that the European Union may not support the start of accession negotiations for Ukraine during the December summit. Thus, according to Reuters, European leaders are allegedly considering the possibility of postponing this decision until March 2024, since there is a lack of unity in the EU. Meanwhile, official Budapest publicly declares that it will block the decision to begin negotiations with Ukraine.
