Ukraine plans to unfreeze the subsistence minimum and change the wages of civil servants

The Cabinet of Ministers of Ukraine in the draft Budget Declaration for 2026-2028 proposes a gradual increase in the subsistence minimum in accordance with the inflation rate.

The corresponding resolution No. 774 of June 27, 2025 was published on the government portal.

According to the document, the subsistence minimum, which was last increased on January 1, 2024 and is UAH 2,920, is proposed to be increased:

  • in 2026 – by 8.6% to UAH 3,171;
  • in 2027 – by 5.9% to UAH 3,358;
  • in 2028 – by 5.3% to UAH 3,536.

The Budget Declaration notes that the subsistence minimum is a basic state social standard, on the basis of which state social guarantees and standards are determined in the sphere of population income, social protection, medicine, education, etc.

At the same time, the subsistence minimum for able-bodied individuals, which is used to determine the salaries of judges, government employees, and tax and customs officials, will remain at the 2025 level.

The document notes that, as part of its European integration commitments, Ukraine must continue public administration reform. In particular, in 2026-2028, it is envisaged to continue paying civil servants based on the classification of positions introduced in 2024.

The Verkhovna Rada and the government will also work on unlinking official salaries from the subsistence minimum for able-bodied individuals, which will improve the wage system in government agencies.
