The cost of post-war reconstruction and modernization of Ukraine is estimated at $1 trillion over a period of 14 years.
Two funds will be created to restore Ukraine
This was discussed during the meeting of the Ukrainian Donor Platform at the ministerial level within the framework of the URC-2025 conference.

- Ukraine's fund is $540 billion, which corresponds to the current estimate of the cost of restoration provided by the World Bank. It is planned to be filled by confiscated Russian assets, as well as a special duty on the export of raw materials from the Russian Federation;
- The European Structural Fund for Ukraine, worth $460 billion, will serve as a mechanism for attracting private investment from the EU into the development of Ukrainian industry.
Among the key strategic directions identified are increasing sanctions pressure on Russia and ensuring adequate funding to counter its aggression.
It is noted that, through joint efforts with international partners, Ukraine has already been able to overcome most of the financial challenges.
In particular, the ERA mechanism has been launched to use frozen assets of the Russian Federation, a cooperation program with the IMF is being implemented, and by 2025 the state has full financial coverage of the budget deficit.
The issue of funding for 2026-2027 was also raised during the discussion.
It was proposed that the European Union invest in European security by co-financing Ukrainian defense spending.
It is expected that after the end of the active phase of the war, the maintenance of the Armed Forces of Ukraine will amount to approximately €50 billion annually, half of which is proposed to be covered by European support.
In conclusion, gratitude was expressed to international partners for their consistent assistance, support and joint work, which allows us to overcome the most difficult challenges.
Let us recall that the Conference on Ukraine Reconstruction URC2025 is taking place in Rome, in which more than 4 thousand high-ranking officials are participating.
It was also reported that a summit of the Coalition of the Willing would take place on the sidelines of the event.
