State social payments are a system of financial assistance provided by the state to certain categories of the population in need of support. Their goal is to ensure a minimum standard of living for those who cannot maintain it on their own due to certain circumstances.

Social assistance in Ukraine is paid to a wide range of people in difficult life circumstances.

- Assistance to persons not entitled to a pension.
- For people with disabilities and assistance with care.
- For children under guardianship or trusteeship.

- Temporary state assistance to children whose parents evade paying child support, are unable to support the child, or whose place of residence is unknown.

Social benefits: who can receive them
Payments to low-income families are provided to families whose average monthly total income is below the subsistence minimum. The amount depends on the number of family members and their age.
Child support is provided:
- single mothers;
- large families;
- families raising children with disabilities;
- families where one of the parents does not work for a good reason.
The amount of payments depends on the age of the child and the availability of other grounds for receiving it.
Payments are assigned to persons with disabilities of groups I, II and III. The amount depends on the disability group and the age of the person.
Assistance is assigned to disabled citizens who do not have the right to a pension. The amount of payments depends on age and the presence of other grounds for receiving it.
Payments at the birth of a child can be received by one of the parents or a guardian who permanently lives with the newborn. The assistance is divided into several parts, and its total amount is 41,280 UAH. Of this, 10,320 UAH is paid in a lump sum, and the remaining amount (30,960 UAH) is paid over 36 months in equal parts (860 UAH monthly).
Social payments in Ukraine in 2025 in connection with pregnancy and childbirth
Maternity benefits in Ukraine are assigned:
- Insured persons (those working under an employment contract, sole proprietors, and some other categories).
- Uninsured persons (female students, postgraduate students, some other categories).
- For women who do not work.
Benefit amount:
- Insured persons are guaranteed payment in the amount of 100% of the average salary for the entire period of maternity leave: 70 days before delivery and 56 days after; in the case of complicated delivery or the birth of two or more children, this period is 70 days.
- Uninsured persons are provided with compensation in the amount of 25% of the subsistence minimum for able-bodied persons for the entire period of maternity leave.
