The document states that over the past 40 years, the threat from next-generation strategic weapons has become more intense and complex due to peer adversaries developing next-generation systems, their own integrated air defenses on their territory.
The order states that it is U.S. policy to ensure common defense by deploying and supporting a next-generation missile defense shield.
At the same time, the document speaks of the need for a credible retaliatory strike capability.
The President of the United States has directed the Secretary of Defense to submit within 60 days a reference architecture, requirements based on existing capabilities, and a plan for creating a next-generation missile defense shield generations.
In particular, it will include the protection of the United States from ballistic, hypersonic and cruise missiles, or other means of air attack.
