It is for these taxes that Putin carries out hidden mobilization and equips his army with weapons, because in 2024 almost a third of the Russian budget will go to war.

To solve this problem , simply tightening sanctions may not be enough. In order to dissuade Western companies from cooperating with the aggressor, it is necessary to establish at the legal level the unacceptability of interaction with Russia.

“The Russians understand that the longer the war goes on, the greater the chance that Russia will truly be isolated. And if Russia's legal status were different, it would look completely different on the global market. Then it would be truly isolated, and no one would send If only she had an invitation to take part in this or that summit, because it would be unprofitable,” the OPU adviser is convinced.

Then the countries would understand that Russia will not exist in this political form, and therefore there is no point in signing anything with a country that in the future will be completely reformatted and in which there will be a different political system. This is precisely what Ukrainian diplomats are focusing on, bringing one of the steps closer to changing the legal status of Russia – depriving it of the right to vote in the UN Security Council.

We need to analyze whether Russia has the right to be in the Security Council for legal reasons, not even from the point of view of the war in Ukraine, but from the point of view of 1991, when it was decided that she would be the heir to the Soviet Union and would use its “veto power,” Podolyak noted.

And if legal analysis confirms that Russia’s presence in the UN Security Council is not legitimate, on the basis of this it will be necessary to take away the Kremlin’s veto power.

What is known about Russia’s legitimacy in the UN

  • The Charter of the United Nations provides that all new members must be approved by a 2/3 vote of the General Assembly, after which they receive the right to vote. But a strange incident occurred with Russia in the 1990s.
  • Instead of going through the procedure provided for by the charter, Moscow simply proclaimed itself “heir to the USSR” and took its place in the Security Council UN. Although in the organization's documents the USSR is still a member of the Security Council.
  • This creates a dangerous legal precedent when a country that has not received the approval of 2/3 of the world's states has the right to veto everything security decisions that may be taken by the UN. And it is precisely this legal conflict that the West could use to reduce Russia’s political influence.
