Three oil refineries in Russia have suspended operations due to sanctions – Ukrainian intelligence

Three oil refineries in Russia have partially stopped operations: Volgograd, Ilsky and Yaisky. The reason was the inability to complete scheduled maintenance in October.

– The shutdown of the refinery is expected to have a negative impact on domestic oil refining volumes, the fulfillment of export obligations, worsen the situation with the supply of fuel to the domestic market and increase the costs of maintenance and modernization of enterprises, the report says.

The volume of oil refining capacity during the downtime is expected to be 1.8 – 2 million tons per month.

As noted by the Foreign Intelligence Service of Ukraine, the real reasons for the downtime of oil refineries in the Russian Federation are limited access to Western equipment and components due to international sanctions and the impossibility of replace foreign spare parts needed for maintenance and modernization of refineries.

– In fact, the Russian import substitution program has not produced significant results. In fact, Russian equipment manufacturers provide only about 30 – 45% of the market needs and only in some components (pumps, compressors, reactors, etc.), — the report says.

The Russian Federation also failed to use China as an alternative equipment supplier, since Chinese technologies are not always compatible with Russian equipment, which often requires a complete replacement of equipment and significantly increases repair and maintenance costs.
