The Russians planned to hold pseudo-referndums in the occupied territories on September 11th. However, they already want to postpone them to October, because they do not have time to organize.
Pavel Lysyansky, co-founder of the Institute for Strategic Studies and Security, told Channel 24 about this. The occupiers do not give up the idea of holding “referendums”, despite the fact that they do not have the necessary support among the locals.
Luhansk region is “ready” for a pseudo-referendum
< p>Lisyansky noted that the occupiers do not want to hold a “referendum” in the Donbass until they capture the entire Donetsk region. Therefore, only the Luhansk region is ready for a pseudo-referendum.
Polling stations, observers, and campaign campaigns are already being held there. But I have seen the campaign plan with my own eyes, and it is there until the end of September,” noted the co-founder of the Institute for Strategic Studies and Security.
How the “referendum” Kharkov region
According to Lisyansky, a “referendum” has not yet been announced in the Kharkiv region. So far, only opinion polls are being formed, aimed at informing the population that a “referendum” will take place. There are the following questions:
- Do you support joining Russia?
- Why do you support joining Russia?
“No” can't be said. If a person says “no” or refuses to answer, he will be visited by special services, the commandant's office, etc. So people don't tell the truth in these polls,” he stressed.
How a pseudo-referendum is being prepared in the South
Co-founder of the Institute for Strategic Studies and Security said that in the South now the occupiers are forming polling stations.It is planned to open from 3 to 5 polling stations in each city.
This is very small, 5 polling stations, for example, in Melitopol or Berdyansk. They want a line of 20 people standing right next to them, and there was an opportunity in propaganda to make material to show how people want reunification with Russia. – Lisyansky emphasized.

He also said that the issues of preparing “referendums” are collected by the Institute of Social Research, which is Kiriyenko organization. “They systematize all this and pass it on to Putin, and he is already making a decision. As of today, according to my information, they want to postpone the “referendum” to October,” said the co-founder of the Institute for Strategic Studies and Security.
September 11 is the date of regional elections in Russia
Lisyansky noted that regional elections will be held in Russia on September 11. The issue of guards at polling stations has not yet been closed there.
This is an additional burden for them, and here they also send people to the occupied territories. Everyone is involved in Russia itself, and therefore they want to share it,” he said.
Russia has already launched integration processes
The co-founder of the Institute for Strategic Studies and Security added that in addition to “referendums”, Russia has already launched other integration processes in the occupied territories of Ukraine. For example, in the South they are already training lawyers and notaries according to Russian standards to enable them to work with Russian law. In addition, they have already created a federation of trade unions.
“They create a lot of public organizations on paper, and then through them they will legalize these pseudo-referendums. They have an administrative base in Lugansk and Donetsk, but nothing in the South no. No deputies, no artificial parties,” Lysyansky stressed.
According to him, trade unions and the bar of Ukraine should respond to this and inform the world about these processes in the occupied territories. We must prevent the occupiers from holding “referendums” with the help of such organizations.
