On December 4, Bulgarian President Rumen Radev blocked the law on the transfer of 100 armored personnel carriers to Ukraine. At the same time, the Bulgarian government is confident that this veto can be overcome.

This can be done by a parliamentary majority. Thus, Ukraine will still be able to receive the promised 100 armored personnel carriers from the Bulgarian side.

The Bulgarian government said that the president's veto can be overridden

Bulgarian Prime Minister Nikolai Denkov noted that Radev’s veto on the transfer of 100 armored personnel carriers to Ukraine could be overcome by the majority of people’s representatives in parliament.

This veto will be overcome, so I don’t see what to comment on,” said the head of the Bulgarian government.

At the same time, the country's Foreign Minister Maria Gabriel expressed disappointment over the veto imposed on the agreement on the supply of armored vehicles to Ukraine. Gabrielle emphasized that the need for 100 armored personnel carriers from the Ministry of Internal Affairs intended for Bulgaria has disappeared.

“The decision was agreed upon with the necessary structures to make Bulgaria’s position clear,” the head of the Bulgarian Foreign Ministry emphasized.

She also emphasized that if the debate over the supply of armored personnel carriers to Ukraine leads to the Bulgarians again being assured of the “missed need to transfer equipment,” but “declaring solidarity with Ukraine,” then it is only a matter of time before the People’s Assembly does its job. Gabrielle is also confident that the position of the Bulgarian parliament regarding the transfer of equipment to Ukraine has not changed since the decision was made.

The President of Bulgaria vetoed the armored personnel carrier for Ukraine

  • On November 22, the Bulgarian parliament ratified the law on the transfer to Ukraine of 100 decommissioned armored personnel carriers from the warehouses of the Ministry of Internal Affairs. 152 deputies supported the agreement, 57 were against it.
  • However, on December 4, Bulgarian President Rumen Radev vetoed this document. In particular, this law was returned to parliament for discussion.
  • Radev explained his decision by saying that the deputies allegedly “were not sufficiently familiar with the specific conditions of the transfer.” Moreover, he assured that Bulgaria needs these armored personnel carriers to protect its borders.
