About 2,000 people live in the village of Vilcha, Volchansky district, Kharkiv region, including internally displaced persons. But due to the occupation, an emergency humanitarian situation has developed there.

According to Ombudswoman Lyudmila Denisova, the residents of the village need food, medicine and hygiene products.

The village is without communications

Denisova also said that there is no receipt of pensions through post offices, and there is no way to withdraw funds from bank cards. The village lacks electricity, water supply, mobile communications and the Internet.

There is a boarding house for the elderly in the village of Vilcha, most of whose residents cannot move independently. Due to the lack of electricity, the staff prepares food in the yard of the establishment. There is no hot and cold water,โ€ the Ombudswoman told about the situation.

The Volchansky district, where the village is located, is cut off from Ukraine along the Seversky Donets River, because bridges and a dam on the Pechenegsky reservoir were blown up there.

Terror of the local population

The invaders are carrying out repressions of the population: they forcibly take away the participants of the ATO, Ukrainian police officers, hunters – their weapons are taken away, and cars and equipment from entrepreneurs and farmers, โ€“ said Denisova.

She appealed to the UN Commission of Inquiry into Human Rights Violations during the Russian military invasion of Ukraine with a demand to take into account the facts of terror, harsh and humiliating treatment of civilians in the village of Vilcha.
