The US Congress approved a bill for $61 billion in aid to Ukraine. There is no doubt that Joe Biden will sign it. Funds will be distributed both for military-technical assistance and for the restoration of our country. This is the opinion 24 Kanala was expressed by economist and executive director of the Economic Discussion Club Oleg Pendzin, noting that the delay in decisive action from the United States has accelerated the process of providing assistance to Ukraine from Europe. However, our country must still rely only on itself, because American aid will not be enough for a long time. According to Pendzin, there is no doubt that on Tuesday, April 23, military assistance to Ukraine will be approved by the United States and signed by Joe Biden next day. Ukraine already knows about the Americans’ request to sharply increase their military consultants in Ukraine on the basis of the US Embassy, who will be responsible for logistics, and that the US has already formed the appropriate containers for delivering aid to Ukraine. As soon as Biden signs the bills, then it will be a matter of two weeks, the economist noted. 50 billion dollars will be allocated for military-technical assistance to Ukraine. Of this amount, 36 billion will go to American enterprises that must produce military equipment and weapons that will replace what the Pentagon is decommissioning and transferring to Ukraine. The rest 11 billion dollars – this is 7 billion for macro-financial assistance, and the rest will be used for mine clearance and civil integration. These are the things that Ukraine really needs. Definitely, first of all, demining and restoring destroyed systems associated with critical infrastructure,” Pendzin emphasized. The economist notes that partners and allies should not be confused. Now for Ukraine, the United States and Europe are partners who help, but “do not fit” into our problems. The difference between partners and allies was very clearly shown by the situation in Israel, when their allies closed the sky in front of them from Iranian drones and missiles. Ukraine, according to Pendzin, is very dependent on military-technical assistance from partners. Years of peaceful life have led to the fact that at the moment neither Europe nor Ukraine can actually withstand any serious aggression on their own. In addition The military-industrial complex of Ukraine does not provide the Armed Forces of Ukraine. Ukraine will not be able to restore it on its own; it needs collaboration with partners. First of all, it talks about collaboration with European countries , which finally recovered and began to allocate sufficiently large funds to restore their military-technical capabilities,” the economist commented. According to Pendzin, assistance from the United States raises many additional questions. One Patriot missile costs $7 million. An active air defense night could fire $100 million worth of missiles. Ten such nights is a billion. Ukraine will not be able to ensure airspace security for a long period thanks to American missiles. When military activity subsides a little, then there may be a reduction in the provision of assistance. Until we establish mechanisms for our own provision, we will always be dependent,” added the economist. The long delay in US aid has led Europe to rethink its place in helping Ukraine. European aid is now much greater than it was in mid-2023. Initiatives have emerged that could not have arisen with the rapid arrival of assistance from the United States. For example, the initiative of the President of the Czech Republic to search the world market for shells for Ukraine. European countries also talk about financing the Ukrainian military-industrial complex for ransom from it weapons in order to transfer them to the Ukrainian army. Denmark did this. This happened due to the fact that the Ministry of Defense of Ukraine does not have enough funds to in order to fully buy back the products manufactured by the Ukrainian military-industrial complex for the needs of the Armed Forces of Ukraine,” noted Pendzin. In Ukraine and Europe, according to the economist, the military-industrial complex lacks the proper elemental base. < p class="bloquote cke-markup" dir="ltr">Three quarters of Ukrainian military-industrial complex enterprises operate on components purchased on AliExpress. 70% of the components of gunpowder that the EU produces are obtained from China, Pendzin emphasized Any restrictive act of China on the sale of dual-use goods and components for explosive devices for Europe will bring enormous stagnation to Ukraine. The United States, according to the economist, in mid-2022 officially financed 60 billion dollars to begin production on its territory of microchips, which to this day the whole world buys in Taiwan. The world, in connection with the Russian-Ukrainian war, is greatly changing its views on those things that it has been calm about over the years. The issue of globalization has erased economic boundaries, but it turns out that military boundaries have not disappeared anywhere, just like political ones. Any democratic regime will always cherish hopes of changing these political boundaries in their favor, Pendzin explained. There will definitely be help
