Dmitry Lubinets said that there are egregious questions to the head of the UN mission in Yelenovka and his colleagues. In particular, their “neutrality” is questionable.

On September 9, the Verkhovna Rada Commissioner for Human Rights provided the relevant information. He also gave facts about the preliminary activities of the head and participants of the UN mission, which will soon begin work in Olenovka.

The Commissioner of the Human Rights Council explained that it raises doubts about the “neutrality” of the UN mission. But are its members as neutral as the name of their mission? – Dmitry Lubinets wrote.

He recalled that UN Secretary General António Guterres appointed the head of the mission retired Lieutenant General Alberto dos Santos Cruz . The Commissioner for Human Rights of the Verkhovna Rada recalled that:

  • the UN release reports the lieutenant general's participation in peacekeeping missions in the Congo and Haiti;
  • and noted that he “held numerous senior positions in Brazil”;
  • one of these positions is position of Minister-Secretary in the government of Brazilian President Jair Bolsonaro.

Alberto dos Santos Cruz actively supported Brazil's far-right incumbent both in his campaign and after his election. It is worth recalling that Jair Bolsonaro himself held a meeting with Putin in Moscow on February 16, 2022, where he expressed solidarity with Russia, without specifying the circumstances, Lubinets said.

He also added that a few days later the President of Brazil:

  • “suspended” his vice president, Hamilton Murao, for comparing Russian aggression to Hitler's 1930s invasion of Europe;
  • said that “he is the only who talks about this topic”;
  • without ever condemning Russian aggression against Ukraine, he said that “we want peace.”

There may be questions to the participants of the UN mission

Dmytro Lubinets remembered that another member of the mission is the ex-director of the OSCE Bureau for Democratic Institutions and Human Rights, Ingiberg Solrun Gisladottir from Iceland.

According to a Ukrainian official, the Permanent Mission of Ukraine to international organizations in Vienna:

However, Gisladottir’s statement is most emphatic, where she condemns the decision of the Ukrainian parliament in 2019 for limiting the ability of Russian observers to be part of election monitoring missions on the eve of the presidential race, and also noted that “Russian observers do not represent this country, but the OSCE” – Dmitry Lubinets remembered.

He also spoke about the third member of the mission, Issouf Yacoub from Niger, who has experience in UN police missions, in particular in Mali.

“And although Issouf Yacoub himself spoke little publicly, it is worth noting that Russia has had a high influence and interest in Mali,” recalled the Commissioner of the Human Rights Council.

In particular, it is known that there were many statements from Western countries about the situation in Mali about the spread of the practice of attracting Wagnerites and the strengthening of Russian influence. This led to the withdrawal of the French contingent from the country and the completion of the mission.

Obviously, only such a composition of the mission could satisfy Russia, and today we saw the statement of Deputy Foreign Minister Andry Rudenko about “discussion details of the trip, routes and composition,” Lubinets said.

He also added that he would not be surprised if:

  • “the mission in Olenevka will follow the example of the IAEA, where Kremlin propagandists will get access instead of international media;
  • and the mission participants will planned route;
  • it seems that they are ready for this.
