Theft of UAH 10 million for road repairs: suspicion announced to the general director of Kievavtodor

In Kyiv, a scheme for theft of budget funds allocated for the repair of capital roads was exposed. Among the five suspects — General Director of the municipal corporation Kievavtodor.

Law enforcement officers do not name names, but everyone knows that Kievavtorod has been headed by Alexander Fedorenko since July 5, 2022.

What is known about the case

According to the investigation, during 2022-2023, the director of a private enterprise, together with the general director of Kievavtodor and three other accomplices, during martial law, seized funds allocated from the local budget for capital and routine repairs of roads in Kyiv, purchasing construction materials at a significantly inflated cost.

The defendants ensured a victory for a private company in public procurement.

Contracts were concluded between Kievavtodor and several commercial structures to carry out relevant work for a total of more than 185 million UAH.

For their own enrichment, the defendants signed certificates of completion of work, which contained inaccurate information about their volume, quality and cost.

In particular, contrary to the requirements of the tender documentation, the type of asphalt surface was changed to one of significantly worse quality, and instead of new hatches and storm grates, old ones were installed.

According to experts, in this way the contractors unreasonably received almost 10 million UAH, which caused damage to the local budget.

Under the procedural leadership of the Kyiv City Prosecutor's Office, the general director of Kievavtodor and four officials of contracting organizations were informed by police of suspicion under Part 5 of Art. 191 Criminal Code (misappropriation, embezzlement of property or taking possession of it through abuse of official position).

The issue of choosing a preventive measure for the suspect is being decided.

They face up to 12 years in prison with deprivation of the right to hold certain positions or engage in certain activities for up to three years and with confiscation of property.
