The decision to temporarily suspend arms supplies to Ukraine was made only in agreement with the US Secretary of Defense. Neither President Donald Trump nor the Pentagon made it unilaterally.
White House Press Secretary Caroline Levitt stated this during a briefing in Washington.
The US has suspended arms supplies to Ukraine – the reason
She stressed that this is a standard procedure by which the US Department of Defense reviews all foreign military aid.

This is how Levitt responded to journalists’ questions about the reasons for the temporary freezing of support for Ukraine, despite active Russian shelling.
“No, none of those statements are true… This was a standard review that the Pentagon does of all the weapons, all the aid and support that the United States provides to all countries and regions of the world, not just Ukraine. When the Secretary of Defense took office, he directed the Pentagon to do this review to make sure that everything that was being sent overseas was in the interests of the United States,” Levitt explained.
Recall that on July 2, the White House confirmed the Pentagon's suspension of deliveries of some air defense missiles and precision-guided munitions to Ukraine due to concerns about a reduction in US weapons stockpiles.
As reported by NBC News, citing sources, US Defense Secretary Pete Hagseth made a unilateral decision to stop supplying certain types of weapons to Ukraine, despite the conclusions of military analysts.
