The Verkhovna Rada has previously adopted a bill that provides for the digitalization of the process of obtaining the status of combat participant (UCB) during martial law in Ukraine. This is how they plan to simplify bureaucratic procedures for military personnel.
This was stated by the head of the Servant of the People faction in parliament, David Arakhamia, on the air of the national information telethon Unified News.
– There are no risks here. This is my bill No. 9681. I am the first author, there is also a group of co-authors. What is the essence of the question? We have a million people at war, but for some reason only 15%, 150 thousand people, received the status of a participant in hostilities. We call the military and ask: where are the other 850 thousand combatants? They have a priority right to admission to the Western Military District for their children. Just before the school year there was a great public outcry. There are a number of other benefits, but first of all we are talking about this one.

We realized that there is a lot of bureaucracy there. You need to collect a lot of documents, go to bow to your commander, then he must bow to his commander. This procedure is really bureaucratic, so no one can simply do it or does it only when he is already demobilized and has a lot of time,” Arakhamia noted.
According to him, after the final adoption of the bill in Ukraine, the procedure for obtaining the status of a combat participant will be significantly simplified.
– We went the opposite way. We say: give to all the people who are fighting. According to the regulations, if a person has been in a combat position for at least one day, he already has the right to receive UBD status. We have a sign for this. If a person was in a combat position, then he received at least one day these famous 100 thousand UAH that are paid. If he was a subject of 100 thousand people, then he automatically has the right to receive UBI, and we automatically issue this status.
This way we speed up the process significantly; there is no need to do all these paper fees. The satisfaction of the military, and this is the least we can thank, because they protect our state every day, we simplify these mechanisms. This was only the first reading. Between the first and second there will be changes that automate this process with a QR code. There are no leaks of personal data, all information is encrypted. These will be revolutionary changes in military automation,” he believes.
