This was stated by Advisor to the Head of the Office of the President Alexei Arestovich at a meeting with Mark Feygin, Channel 24 reports. It's funny that earlier in Russia they regularly noted that they did not take into account the Budapest Memorandum, which is just a “piece of paper.” Also, Russia emphasized that they had never threatened Ukraine with the use of nuclear weapons.
According to Arestovich, the Russian invaders reacted to the recently launched NATO nuclear exercises in this way.
They published this because NATO nuclear exercises have begun. The Foreign Ministry is now saying that they would never do such a thing. Because the Russian military estimated the prospects for a nuclear confrontation. And they said somewhere at their Security Council that you shouldn't wave a nuclear bomb, because they won't pull the conflict, – Arestovich believes.

Arestovich drew attention to the statement of US National Security Advisor Jake Sullivan regarding the use of nuclear weapons against Ukraine. He stressed that the United States will respond to any use of the “nucleus” by Russia.
An attempt to use such weapons against Ukraine will end in disaster for Russia. There is practically nothing left of the army.
Let's remind the Russian Foreign Ministry that on the first day alone, the United States, even without NATO, will be able to launch 11,000 Tomahawk missiles. This is a simple, conventional conventional weapon that flies more accurately than Iskanders, Calibers. There will be nothing left. I think that the Russian General Staff understands this. People announce difficult decisions on Kherson and intend to fight NATO. That is why such a statement was issued by the Ministry of Foreign Affairs,” Arestovich noted.
We add that Arestovich allowed the Armed Forces of Ukraine to be able to recapture Kherson and all the right banks of the region. In his opinion, the invaders will not be able to keep the city under their control. The Armed Forces of Ukraine are capable of recapturing it back in the fall.
“We will recapture Kherson at the latest in a month and a half. This will break the morale of the Russian” troops, Arestovich said back on October 14.
It is worth adding that Kafirs had a really “hot night” in the Kherson region. The Ukrainian military destroyed two enemy ammunition depots.
