Prosecutors identified a Russian commander who gave orders to fire on peaceful villages in the Kharkiv region. Because of him, a child died.

It turned out that this was Maksimov Sergey Viktorovich, who was in charge of artillery and missile battalions with weapons.

“Ironically, he was born colonel in Uzhgorod in Transcarpathia. He arrived in the Kharkiv region to kill Ukrainians. Now he is suspected of violating the laws and customs of war, involving premeditated murder,” Iryna Venediktova said.

Prosecutors and SBU investigators found that 26 March this Russian commander ordered his subordinates to use the heavy system of flamethrower fire “TOS-1 Buratino” on residential areas of the villages of Malaya Rogan and Olkhovka.

Sergei Maksimov knew that there were no military facilities there and that the fire was fired precisely at the homes of civilians. In addition, the use of these weapons in places where the civilian population is concentrated is prohibited by international law.

As a result of the attack, residential buildings, the Malorogan Lyceum and the dairy were damaged. Due to the shelling, a 13-year-old girl received mine-explosive injuries, from which she died in the hospital a few days later, – said Irina Venediktova.

“If you recognize him and you know additional information about the crimes of Commander Maximov, contact the Kharkiv Regional Prosecutor's Office,” Venediktova added.
