The occupier turned out to be the commander of the 23rd fighter aviation regiment of the 303rd mixed aviation division of the 11th army of the air force and air defense. This was reported in the Office of the Attorney General, but his name was not disclosed.

As the investigation found out, on the order of the suspected Russian, on March 27, a front-line aircraft of the Russian armed forces took off from an airfield near Baranovichi in Belarus and launched a cruise missile at an oil depot in the city of Lutsk. The missile hit the target caused property damage in the amount of more than 136 million hryvnia.

Pre-trial investigation in criminal proceedings against the Russian commander is carried out by the SBU Department in the Volyn region.

On the evening of March 27, during an air raid, residents of Lutsk heard explosions. The head of the Volyn OVA, Yuriy Pogulyaiko, said that the Russians had hit the oil depot with a rocket.

As a result of the shelling, there were no casualties, fortunately. However, the oil depot itself was seriously damaged, in addition, a large-scale fire broke out.

Rescuers worked at the scene all night. In the morning, the fire was localized, and the fire was completely extinguished only at about 6:00 on March 29. In total, the Lutsk tank farm burned for a day and a half.

The weather helped mitigate the effects of the missile attack and the fire. A strong wind did not allow the concentrated smoke from the combustion of petroleum products to lie down on residential buildings. Thanks to this, neither carbon monoxide, nor sulfur dioxide, nor nitrogen dioxide was found in any of the 4 places where air measurements were taken.

  • At the end of March, not only the Lutsk oil depot fell under the sight of enemy missiles. The occupiers purposefully fired at oil storages in other Ukrainian cities, in particular, in the western regions.
  • On March 26, Russian infidels fired at an oil depot in Lvov. There were also no casualties from the air strike, but the fuel storage was completely destroyed. Lviv rescuers put out the fire all night.
  • On March 28, the target for the enemy was an oil depot in Dubno, Rivne region. Again there were no casualties, but the oil depot was destroyed to the ground. The fire was extinguished as early as March 30.
