Alexey Danilov said that the register of oligarchs is ready. The Secretary of the National Security and Defense Council explained that at present the subjects are still submitting documents.

This process is in progress. The register itself is ready. The registry regulations have already been approved. To date, the institutions that have the right to submit are processing documents, Danilov said.
He explained that surnames would appear in the register of oligarchs after the decision of the National Security and Defense Council that a particular person was recognized as an oligarch.
The Secretary of the National Security and Defense Council of Ukraine recalled that in order for a person to be recognized by the National Security and Defense Council as an oligarch, it must meet at least 3 out of 4 criteria:
- political influence – participate in political life;
- media – have significant media influence;
- monopoly issues– are the ultimate owners of an enterprise with a monopoly position in the Ukrainian market;
- money – are the owners of assets worth more than a million living wages of able-bodied persons.

- In April 2021, President Volodymyr Zelensky initiated a bill on the status of an oligarch. The goal is to turn an oligarch and a businessman.
- In November 2021, the Verkhovna Rada finally supported the draft law. According to him, it is the National Security and Defense Council that will determine the status of recognizing someone as an oligarch, include oligarchs in the register and maintain the register itself. Also, the oligarchs will report on their work at the meetings of the National Security and Defense Council.
- In May 2021, Alexey Danilov told who could be included in this list of oligarchs. Previously, according to Sergei Leshchenko, 13 people appeared there: Rinat Akhmetov, Petro Poroshenko, Dmitry Firtash, Igor Kolomoisky, Viktor Pinchuk, Sergei Levochkin, Viktor Medvedchuk, Vadim Novinsky, Yuri Kosyuk, Oleg Bakhmatyuk, Konstantin Zhevago, Alexander and Galina Geregi.
