Bill #7311 provides for the abolition of all privileges for the import of vehicles during wartime. The corresponding project was registered by members of the tax committee of the Parliament.

On April 26, the Verkhovna Rada Committee on Finance, Tax and Customs Policy, chaired by Danylo Getmantsev, developed Draft Law 7311 dated 04/24/2022 “On Amendments to the Tax Code of Ukraine and other laws of Ukraine regarding certain taxes and fees during the military state of emergency”.< /p>

The purpose of this project is the complete abolition of preferential customs clearance of cars. After the adoption of this bill, you will again have to pay import duties, excise taxes and VAT. For used cars, these taxes can be from 40 to 100% of the value of this car in Europe.

Recall that on April 5, 2022, a law came into force that abolished all taxes on the import of vehicles. The state sought to replenish the number of vehicles destroyed in the war, the loss of which was about 200 thousand units. Nevertheless, Ukrainians actively began to import cars into Ukraine for their own fleet, which created huge queues at the borders.

It is noted that such activity at the borders prevented the rapid arrival of humanitarian supplies for the needs of Ukrainians during the war. And even foreign partners paid attention to the number of cars, and some wealthy people began to import too expensive cars. Please note that the Law did not specify restrictions on the price of cars that are subject to benefits.

Statistics showed that from April 5 to April 24, about 14 thousand cars were imported into Ukraine without paying taxes .

The process of adopting a new law on the return of duties may take from several days to a month, so the date of the abolition of “zero customs clearance” is unknown.

We only note that planning to import a car without taxes today is a very risky decision.

In particular, the legislators propose a number of tax changes: doubling the military levy, allowing the reimbursement of value-added tax with domestic government bonds, taxation for goods imported by payers of a single taxes of groups I, II and III, taxation for vehicles imported by citizens for free circulation.
