The Verkhovna Rada adopted in general Law No. 9627, which provides for a radical simplification of the procedure for changing the intended use of land for the purposes of economic recovery.
This was reported by MP Dmitry Kisilevsky, who initiated the corresponding bill.
The main goal of the law: the elimination of unnecessary bureaucratic barriers for people who want to build a new plant or other industrial or energy facility in Ukraine. Instead of 1-3 years obtaining all necessary permits will take no more than 1.5 months.

The law abolishes the need for the mandatory development of urban planning and land management documentation to change the intended purpose of land from agricultural to industrial. A change in the intended purpose of the land will occur on the basis of the conclusion of the authorized body of urban planning and architecture of the local council on the possibility of locating the planned facility.
The simplified procedure will be applied outside populated areas and only where there is no developed urban planning documentation. Will apply to the list of industrial and energy facilities defined by law. Will be in effect during martial law and five years after its end.

A similar simplified mechanism has already been in effect in Ukraine since mid-2022 for relocated enterprises, multimodal terminals, ports on the Danube, housing for military personnel, engineering and communication networks, and road and transport infrastructure facilities.
