On Wednesday, November 20, the Verkhovna Rada adopted two bills that provide new rules for deferment from mobilization for civilians and expansion of the rights of military personnel to leave service.
This is stated in the cards of bills No. 12104 and No. 11531 on the website of the Verkhovna Rada of Ukraine.

The explanatory note to bill No. 12104 notes that the purpose of the changes is to eliminate the legal uncertainty regarding the provision of a deferment from mobilization for women and men whose relatives died or went missing during the war.

As reported by MP Oleksiy Goncharenko, the law simplifies the procedure for obtaining deferments for relatives of persons who went missing under special circumstances or received the status of missing through court.
– Relatives will not have to go through complicated court proceedings; documents from the Unified Register of Persons Missing in Action under Special Circumstances or a court decision will be sufficient, Goncharenko explained.
In addition, the law provides for the right to a deferment from mobilization for civilians who have been in Russian captivity. That is, new rules for deferment from mobilization have appeared in Ukraine.
The law on the new rules for deferment comes into force the day after its publication.
Bill No. 11531, which amends Article 26 of the Law on Military Duty and Military Service, received support from 308 people's deputies.
Now military personnel can resign from service if their half-brothers/sisters died or went missing in the war. In August, the Verkhovna Rada granted such persons the right to a deferment from mobilization, but now they can stop serving if they are already serving in the army.
