The Verkhovna Rada adopted an appeal to the member countries of the European Union and EU institutions with an appeal to support the start of negotiations on Ukraine’s accession to the bloc.
292 people's representatives voted for draft resolution No. 10315.
The authors of the document are Speaker of the Verkhovna Rada Ruslan Stefanchuk, vice-speakers Alexander Kornienko and Elena Kondratyuk, as well as people’s deputies from different factions of parliament.

What is discussed in the Verkhovna Rada address
Parliament confirmed the irreversibility of Ukraine’s course towards obtaining full membership in the European Union, which is enshrined in the Constitution.
It is noted that this is the existential choice of the Ukrainian people, which they are now defending in the war of aggression unleashed by the Russian Federation.
BP noted that, despite military actions, Ukraine “has made significant progress in implementing reforms”. And this was confirmed in the recommendations of the European Commission of November 8, 2023.
In this regard, people's deputies called for a positive decision on Ukraine during the EU summit in Brussels in December.

– The Verkhovna Rada addresses the national parliaments and governments of the member states of the European Union, EU institutions and calls… to support Ukraine’s aspirations to join the EU by adopting decision to open negotiations on Ukraine's membership in the European Union during the meeting of the European Council on December 15, 2023, — noted in circulation.
The Verkhovna Rada also called on the European Union:
1. Continue supporting Ukrainians in the fight for:
- state sovereignty of Ukraine;
- restoration of its territorial integrity within the internationally recognized borders of 1991;
- common European values, democracy, pluralism;
- the right of nations to freely choose the path of their development;
- rights and freedoms of man and citizen.
2. Continue pressure on the Russian Federation through new packages of sanctions, expand them as much as possible “on the political and economic life of political leaders of the Russian Federation& #8221;, as well as those responsible for starting the war.
3. To support the macro-financial stability of our country during the war by adopting the Ukraine Facility proposed by the European Commission. We are talking about the approval of a four-year assistance program for €50 billion.
4. Increase the provision of military assistance to Ukraine.
5.Contribute to the restoration of Ukraine, the restoration of social, energy, transport and other infrastructure damaged and destroyed as a result of the armed aggression of the Russian Federation.
Ukraine’s accession to the EU: what is known
In June 2022, Ukraine received official EU candidate status. At the same time, the European Commission provided Kyiv with seven recommendations aimed at reforms in various areas.
November 8, 2023, the European Commission recommended starting negotiations on Ukraine’s accession to the EU. EC President Ursula von der Leyen noted that Kyiv has completed 90% of the necessary steps.
At the same time, the EC report contained four additional recommendations for Ukraine, which relate to:
- increase in NABU staff;
- removing restrictions on the powers of the NACP to verify assets;
- adopting the law on lobbying;
- implementation of the recommendations of the Venice Commission on the Rights of National Minorities.
8 December The Verkhovna Rada adopted bills covering three of these recommendations. At the same time, the government passed a bill on lobbying.
The issue of opening negotiations on Ukraine’s membership in the EU will be considered on December 14-15 at the summit of EU leaders in Brussels.
