The Rada adopted a general law on lobbying

The Verkhovna Rada, with the votes of 236 people's deputies, adopted as a whole bill No. 10337 on lobbying, which is actually the last of the requirements of the European Commission for Ukraine's accession to the EU.

People's Deputy Yaroslav Zheleznyak reported this.

According to him, the law will come into force only two months after the start of operation of the Transparency Register from the NAPC, but no later than January 1, 2025.

Lobbying Law

Purpose of the bill — ensuring the legal framework for lobbying in Ukraine in accordance with international practices and standards, legal regulation of the interaction of officials of state authorities, local governments with interested parties and lobbying subjects, establishing transparent mechanisms to ensure their activities and officials.

The document defines terminology in the field of lobbying, the rights and responsibilities of lobbying subjects, methods of influence and rules of ethical behavior.

The law also provides for the creation of a Transparency Register, the holder and administrator of which is the National Agency for the Prevention of Corruption, the procedure for registration in this register and exclusion from it, reporting of the lobbying subject, as well as mechanisms for monitoring the activities of lobbying subjects through monitoring compliance with legislation on lobbying issues.
