Officials and heads of state-owned companies who, in times of war, spend public funds on foreign goods in the presence of similar Ukrainian ones, are criminals.
This statement was made by the Deputy Head of the Verkhovna Rada Committee on Economic Development Dmitry Kisilevsky , commenting in an interview with the Delo publication on the situation regarding public procurement in Ukraine.
— Let’s imagine the residents of Kharkov, Zaporozhye or Nikopol, who produce certain civilian products under fire. If the factories there lose orders, it will become very difficult to live in these cities. How to explain to their workers that an official of a state-owned company decided to leave them without a job? I am sincerely convinced that if state-owned companies like Ukrzaliznytsia, Naftogaz, Energoatom or others buy Chinese or some other goods instead of Ukrainian ones, this is an economic crime, because when buying Ukrainian goods, up to 40% of its cost is returned to the Ukrainian budget.
Once upon a time, even for the Kharkov metro, they bought Chinese cars with a microscopic difference compared to Ukrainian ones, and this was actually a direct loss of the budget, theft. Now, when there is a war, such behavior is a crime against Ukraine,” Kisilevsky noted.
Since July 2021, changes to the law on public procurement, initiated by MP Dmitry Kisilevsky, have been in effect in Ukraine, according to which a mandatory Ukrainian component is required when purchasing mechanical engineering products by the public sector. In 2023, localization is required at the level of 15%. From 2024 this figure will be 20%.
