Criminal proceedings have been initiated due to the demolition of a historic building from the late 19th century – the Zelensky estate in Kyiv on Konissky Street, 22, built in 1890.
Demolition of the Zelensky estate — criminal proceedings
According to the Kyiv City Prosecutor's Office, the case of the demolition of the Zelensky estate is classified as the destruction of property that has been seized, under Part 1 of Art. 388 of the Criminal Code of Ukraine.
At the same time, construction work is being investigated contrary to the imposed ban, which is qualified as unauthorized construction on an unauthorized land plot, under Part 3 of Art. 197-1 of the current Criminal Code.

In January 2024, the historical building was seized with a ban on use, disposal and alienation.
This happened as part of a criminal proceeding initiated on the basis of the deliberate illegal destruction, destruction or damage of cultural heritage objects under Part 2 of Art. 298 of the Criminal Code of Ukraine.
According to the General Plan of Kyiv, this land plot is included within the boundaries of the historical area of the capital, so prosecutors petitioned for arrest.
Construction work required approval from the Ministry of Culture and Information Policy of Ukraine. However, the Ministry of Culture did not give permission. All work had to be stopped due to the seizure of the building.
But on July 19, unidentified persons demolished the Zelensky estate on the street. Konissky, 22, using heavy construction equipment.
The location of the equipment used during the demolition of the building has now been established. A petition has been filed with the court for her arrest.
